# clsDCBSCostChargeList

`clsDCBSCostChargeList` is a self-loading `List(Of clsDCBSCostCharge)` that queries `PROVIDER_DCBS_COST_CHARGE` directly through `SqlHelper.ResultSetQuery` in its constructor, bypassing the BOF portal/criteria pattern entirely. It is one of five "direct-query style" types in this library (alongside `clsMCOProviderList`, `clsProviderServiceList`, `clsProviderServiceContractList`, and `clsProviderSearch`) and backs `clsProviderLocation.DCBSCostCharges`.

## Purpose
- Loads all DCBS cost-to-charge factors for a specific provider location in one direct SQL execution, without going through the criteria/portal lifecycle used elsewhere in this library.
- Provides the source data for cost-to-charge conversion lookups consumed by claim/legal cost calculations downstream.*

## Behavioral notes
- OP-10: builds SQL with a `Text.StringBuilder`, executes via `SqlHelper.ResultSetQuery("Get Provider Cost Charges")`, and constructs one `clsDCBSCostCharge` per returned row.
- The constructor is `Friend`-scoped, so this list can only be constructed from within the assembly — `clsProviderLocation.DCBSCostCharges` is the public entry point for consumers.*

## Constraints and usage notes
- Cannot be constructed directly by external consumers due to the `Friend` constructor; always obtained via `clsProviderLocation.DCBSCostCharges`.
- Like all direct-query types in this library, it performs no create/update/delete operations — it is a load-only list.
